If I remember correctly they do fit one above the other. The little holes should not line up. It works like a labyrinth seal to allow air into the tank but prevent fuel oozing out from the cap when you brake as hard as the ‘80s callipers will allow!
The flanges on each part are asymmetric and will only fit together one way. In the photo they look like they are lined up ready to reassemble.
