tell him to check his connection in the actual starter button, use a multimeter or a test lamp to see if the wire from the button to the starter solenoid is actually being energised when he presses the button.

Needs a wiring diagram and a continuity tester / volt meter... Very few things to go amiss around there...

The bit of the loom for the charging, battery, starting bits n pieces should be close as damn it.. Unsure why he replaced all those bits for it not spinning over though.. . ?
