I'm trying to place the swing arm, or the majority of it. is that a 19 inch front wheel?

Front end is regular SD so 19” rim. But it looks like the lock stop has been cabbaged away.
Think you’d be taking it to somebody who knows what they are doing to sort out the bodgination that’s gone on there
