You have a black rubber top, pop that off, under that is a 19 MM cap , .makes sure you have the adjuster in the middle wound out when putting it back on, it's just easier.
As for filling , make sure that you have emptied them both and flushed them , there will be residue of condensation and grime in them, which will alter the amount , so you won't get them both the same.

There could be rubber caps on the top. Here's the strip down and rebuild pages from the OEM Suzuki manual.
Oil is given as a capacity but is normally fine tuned via the air gap level but as Page 59 says you need to "When adjusting oil level, remove the fork spring and compress the inner tube fully" (see PDF).

I have this book. And the fork is different on katana. It is no nut under the black plastic cap at the top.

Not sure what these forks are off , they are from a 1983 Suzuki GSX , but the top cap is from an earlier model, but if you undo the clamp next to the top of the fork top, it looks like a cover cap which just prises off. As for amount of oil well that'll be a guesstimating exercise, as like said may not be 650 forks, but the top adjuster is changed.

to be honest, id strip them and change the seals whilst you are at it. youre going to need to take the forks off to drain the fork oil anyhow, so for the cost of a set of fork seals (10 to 15 quid) you may as well do them too. the forks tend to be neglected so its likely that the oil in there is pretty grim, as such its best to seperate them, clean them out to remove any water thats got in and any crud thats accumulated, then pop the new seals in and rebuild. youd be pretty miffed if you swapped the oil and the seals went one day, so for the extra few quid, do it right.
